Feature request: Yamileev-Carpenter weights

It would be great to have other weights (alternatives to the JS weights) in PyWENO. We'd like to use them in PyClaw. Seems like it wouldn't be too hard to implement.

Sounds like fun! I'll work towards YC weights soon. Expect a PR for PyClaw too.
