Keybinding not working, 'Project Plus: Open' brings up Finder open dialog

Pressing ctrl-cmd-p has no effect. Toggling Atom's command palette and selecting 'Project-Plus: Open' doesn't open the Project Plus box to select a project; the normal 'Application: Open' dialog pops up.
