Allow users assigned to multiple facility_ids to view aggregate targets and filter by facility_id

What feature do you want to improve? Currently in 4.9.0, users assigned to multiple facility_ids cannot view aggregate targets.

Describe the improvement you'd like

Due to the work in Disable Aggregate Targets for users with multiple facility_ids, we now need to ensure:

User with multiple facility_id:

• [ ] Enable Aggregate Targets for users with multiple facility_ids.
• [ ] User with multiple facility_id can see Aggregate Targets
• [ ] User with multiple facility_id can interact with the filter button (open and close it)
• [ ] User with multiple facility_id can see the option to filter by CHU

User with one facility_id:

• [ ] User with one facility_id can see Aggregate Targets
• [ ] User with one facility_id can interact with the filter button (open and close it)
• [ ] User with one facility_id cannot see the option to filter by CHU
