plugin architecture for codecs

Hello,

I'd like to see support for new Codecs inside ME, as suggested in #651 and #2136 Plugin architecture seems focused to "features", but not sure that a new codec may fit here. Is the current plugin architecture able to support new codecs out of the box, or do we need to improve it ?
