epd.exe not found core version 3.1.3

trying to open the Exception Decoder after upgrading to 3.1.3 fails with:

'gdbPath: C:\Users####\AppData\Local\Arduino15\packages\esp32\tools\xtensa-esp-elf-gdb\14.2_20240403/bin/xtensa-esp32s3-elf-gdb.exe'

browsing to the folder shows no files.. downgrading to 3.1.2 fixes the issue and xx-gdb.exe appears in the specified folder
