How to scroll in desktop when mouseDown and move on the elements (not only on scrollbar)

How can I scroll when I click with the mouse on the elements? Like in mobile (which works) but I want it to happen in desktop also. I just click on them but I cannot scroll them. Do I need to set a special handler?

Can you give me the full list of all available handlers? Cannot find them in the docs.
