INSTALL file not giving enough information.

INSTALL file doesn't give any information on how to do building. I have perl, gcc and java installed in Windows 10. I have changed the variables in /tools/setupenv.tcsh and /tools/setupenv.bash. Then after that? It says if want to run AWT demo then execute this command. I tried CMD but didn't work. Then what is this to build type make ? It doesn't work.

Please give detail info about how to build this and which IDE has been used to develop this. Also try to add pictures of steps to build.
