Group Tabs based on Rules

As the title would suggest, i'm looking to automatically group tabs based on Rules. We can already put tabs into tab-pannels based on rules and containers too. I would like to use the same UI to put them into groups. That's so i can automatically organize tabs without having to pull them into different pannels and loosing context that way.
