backfill command does nothing and log shows a 403
When I run !tg backfill in any telegram chat there is no response from the bot, however, all other commands seem to work just fine. Also, not sure if it's relevant but I do see a 403 legged:

Issue 540 seems to be my exact problem. They resolved it by switching the database, I'd prefer to keep using sqlite if possible.
mautrix-telegram v0.12.1
With v0.12.2 the backfill command now seems to give feedback, however, the log always says there are no messages to backfill so nothing is populated.
