Backfilling can significantly delay startup when enough Portals are connected to the bridge

It would be ideal if these were performed asynchronously in the background, perhaps by trying to prioritise channels with incoming messages first and slowly working through it. As it stands we see significant delays to the bridge when trying to backfill too many things.
