Telegram channel: Telgram Bridge should just remove talk power of Members instead of kicking

Sorry, i can't find a good title.

When the Telegram Bridge is bridged it need to be in a relay mode, otherwise it kick all members out of the Matrix Room. It would be better if it would simply remove the talk power of the Member in the Matrix Room like the mx-puppet-bridge do.
