Dead Link to Paul Tol's technical note for SRON

The current link to Paul Tol's technical note on colors (https://personal.sron.nl/~pault/colourschemes.pdf) in the manual is dead.

This is the new correct link (https://personal.sron.nl/~pault/data/colourschemes.pdf)

If the link is modified, the footnote on page 47 of the manual also needs to be modified to Figure 4 instead of Figure 3.
