Make it easier to configure per repo

Provide a mechanism to allow a token for GitLab integration to be passed once-- do not require the token to be entered for each project.

@nab-77 Can you help with the details on this request? This was part of the improvements we've requested to support the Gitlab Release Playbooks integration.

@Kshitij-Katiyar this is about allowing a single GitLab token to be used for all available repro (as currently there is a token per project). The idea here is to extend access without admin overhead.

The slash cmd is /gitlab subscriptions action owner/repo (where action is add/delete).
