Fixes MM-215, Add functionality that attach a post to add comment / notes to an Issue. Still WIP

This PR is unfinished work for fixing MM-215 Gitlab

Expectation of this PR is to make notes in the Issues that we mark. The goal is to imitate of this PR Attach Post to Github Issue

The backend (server) has been done. The frontend (webapp) has been coded but not compiled successfully.
