More granular log facility and level control

Currently there is a log mask which toggles named loggers on or off for either the console or file outputs. There is also a log level which masks levels less-than or equal to a selection across all loggers.

The problem is that administrators cannot disable one specific level for one specific logger to one specific output. For example, muting all m.presence messages at only the INFO level for both file and console output...
