Provide arguments to instruct vagrant to retry to build a failing instance.

When an instance fails to become ACTIVE within 120 seconds, the plugin fails with a custom error message. It would be good if the user could provide arguments to instruct vagrant to retry rebuilding the instance X number of times before really raising an error.
