[BUG] Hard lock loading Pokemon Stadium 2

Describe the bug When loading the ROM (z64) for Pokemon Stadium 2, the 3DS locks up and requires power down to unlock.

To Reproduce Steps to reproduce the behavior:

1. Load CIA for emulator and rom into the system SD
2. Run CIA
3. Load rom from menu

Expected behavior A clear and concise description of what you expected to happen.
