Add US Central iperf3 Server

I saw in #76 that there was some previous discussion about adding a speedtest server somewhere in central US (e.g. Kansas). This commit would add one of our iperf3 servers in Kansas City, MO, which is located in central US and would make it the only iperf3 server in the US above 10G.
