Updates the version of libxml2 by just cloning the https://gitlab.gnome.org/GNOME/libxml2 at this commit f48eefe3d0b5d82d46576f45a72b420568f5bc97

Well, I accidentally made a PR here instead of my fork.

Since it's already here I'm just going to leave it here and maybe I'll get some comments/insight into how I should be updating libxml2 as the maintainer was.
