Dockerize greenframe-cli

As it is intended to be used in CI, it would be nice to dockerize greenframe-cli, no?

As you can see on my fork, I added a Dockerfile, the same as the one you can find in the article I wrote a few weeks ago (in french https://niji.tech/impact-environnemental-des-developpements).

This docker image is now used on our agency's projects.

It would be nice to be able to push the image on the official docker registry, @fzaninotto / @floo51, do you have credentials to push on the marmelab docker registry https://hub.docker.com/u/marmelab ?
