Update `.gitignore` and `tsconfig.json`

Summary

This PR updates library-ts with two minor changes:

• Add *.tgz to .gitignore
  • This helps prevent accidentally committing packed tarballs after running npm pack
• Add "vite/client" to tsconfig.json#types
  • This allows importing assets like *.svg and *.md without requiring additional plugins.
