Support npm-style version wildcard syntax for Flyway CLI

Currently we can either pin the Flyway CLI to a specific version or always download the latest one. It would be nice if we could pin to major or minor versions using the npm version syntax.

Examples:

• Always download the latest 8.5.x patch release: 8.5 or 8.5.x or ~8.5.9
• Always download the latest 8.x minor release: 8 or 8.x or ^8.5.9
