Multipolygon test failures

The testcases seem to be filled with multipolygon test case failures on validity, but I do am not certain there is in fact any validity errors. I think this may be a bug in boost 1.61.0. I have filed a bug report with boost.

Is this still relevant? https://github.com/mapbox/wagyu/pull/63 Upgrades to boost 1.63 - do you still think there is a boost bug present in 1.63? / cc @flippmoke

I still haven't seen any action on my ticket that is listed above so I do not think there would be any issues. I know that this is directly related to #60, so we are definitely having some small issues, but I also want to stress that these are very "bad" geometries that we are testing against. So I am not overly eager to turn on multipolygon validity again because the false negatives make it very difficult to make changes.
