Can't zoom to maximum without toggling layer

I’m seeing a strange issue in where users can’t zoom to the maximum available range until they toggle a layer on or off. You can see it in the gif below:

The source for the above is from the Layers example in the Mapbox docs, and I’m seeing the same on my projects as well.
