Update debug pages to be... real pages

Per conversation with @scottsfarley93, the current budo javascript-only format is strange and doesn't provide an intuitive example of how to use the geocoder.

Also, setting the access token using localStorage is awkward. We should standardize between the tests (which use env vars) and here.
