Context

Just surfacing here for visibility, https://github.com/openaddresses/cfn-config/issues/12 will affect mapbox/cfn-config as well.

I've introduced a fix in the PR here: https://github.com/openaddresses/cfn-config/pull/13 but can't easily propose a change upstream as there has been a significant divergence between the codebases at this point
