Port check before standing up the applications

Is your feature request related to a problem? Please describe it

The applications created by mantis-app init take ports 3000 (backend), 4200 (web), and 4300 (mobile). If the user has programs already attached to these ports, the start scripts for the applications will fail.

Describe the solution you'd like

When this happens, the user should be prompted if other ports should be used or if the programs on those ports should be killed.

What is the motivation / use case for changing the behavior?

This creates a better UX for devs who have tons of things running on their computer at one time.
