You've gone too far the other way. The pin needs to be at least min width in both directions.
Yes the min width for the layer the shape is on. Rects are fine. Its fine to be bigger than min width, just not smaller.

The alpha=0 is a workaround to a router problem that we are fixing. You would need it when you hit this error.
