LocationManager.Logger.isEnabled is not public

There is currently no way to change the value of LocationManager.Logger.isEnabled since it is declared as an internal variable.

Happy to make a pull request if necessary.

It would be nice to have solved because, we receive a tremendous amount of logging not needed.
