Add CLI to homebrew

I made a quick formula here: https://github.com/bfontaine/homebrew-utils/blob/master/Formula/gitlab-cli.rb

You can install it with brew install bfontaine/utils/gitlab-cli. Feel free to copy it in your own tap. With only 16 stars on GitHub I don’t think this meets the notability requirements for the main tap.
