Jaeger - use latest helm deployment charts

Currently jeager is deployed using old version charts in devops repo, this should be updated with newer version and preferably by adding it in dependencies with reference on official repo, with current installation there are also problems when trying to install mainflux in multiple namespaces ( trying to achieve multitenancy ) Jaeger should be deployed using official latest helm charts.
