Feature request: ability to hide spam score in User form (new & edit)

It will be nice to have a variable in conf.php to hide spam score features if we use an external mailscanner custom plug to manage spam score for users instead of SQLSpamSettings.pm.

Good also if we do not use at all the feature (scores put in hard in Mailscanner.conf).
