KCT allow launch even on a completely destroyed launch pad.

If you launch via the KCT window, you can bypass a defective runway or launch pad.

Strangely, when controlling any vessel and opening the KCT interface, rollout is not possible when the launchpad is destroyed. However, at the KSC screen, it is not enforced. I.e. You can rollout and launch even with a destroyed facility...
