change target to android9
hello,androidX minimum version is 9.so I suggestion is to specify the version to 9 is the best.and some projects that I have currently depend on this library.(●'◡'●)
Google recommends to use latest SDK. So app under underdevelopment should upgrade their target sdk. Perhaps users who really can't do that need to fork or use oldest versions.
