Enable KIND for MLX Development Setup

Enable the KIND deployment to be used for MLX API and UI development, i.e. bring up the MLX-API Swagger Flask server and the MLX-UI Node server from the local code and use MinIO, MySQL and KFP from the KIND deployment.
