~we need 1.25.4 as it contains CVE fixes related to http3. i tried building it on my own but keeps getting error at building nginx: https://github.com/ivanjx/docker-nginx-http3/actions/runs/8043194516/job/21964900181~

silly me the nginx:latest already have http3
