Outset 4.2.0.21949, on demand touch not working.

In the prerelease Outset 4.2.0.21949, when I run a script to touch the ondemand.launchd it doesn't run. When I roll back to the previous official release, it works.

/usr/bin/touch /private/tmp/.io.macadmins.outset.ondemand.launchd
