Release LyftUserApi and LyftUserApiRx used for ride request and user related apis

@mleventi @theatrus @ryancox @woodrow @andrewmartin I can see the latest commit has the api wrappers for user specific api endpoints. When is that version going to be released? Requesting rides, getting ride details and other functionalities shouldn't be left out.
