& in Column name produces error

I tried importing a CSV file which contains ampersands in the header line. Example File:

"Login Name","Starting Date & Time"
"test","2014-07-01T07:41"
"nobdy","2014-07-01T08:00"

On Windows 7 this file results in the error message

pq: syntax error at or near "&"

Removing the ampersand resolves the error.
