Cherry-pick to master: [rom_ext] Set the ROM_EXT version number

This is a manual cherry-pick of #22949 and #23009 to master.

  1. Corrects a bug in dict handling when signing.
  2. Applies a version number to the per-product ROM_EXT manifests.
