[rom_ext] Initialize Ownership

1. Add fake owner keys (owner, unlock and activate keys).
2. Copy fake ROM_EXT keys into the ownership keys subdir.
3. Initialize a default test owner for testonly=True ROM_EXTs.
4. Implement the OwnershipActivate command.
5. Initialize the configuration and application keyring from the owner configuration block.
