Adding new subscriber after the message service has started

What is the appropriate process for adding an additional subscriber (different queue and handler) after the Message Service has started? Once a subscriber has been added and the service started any additional subscriber fails to trigger the IMessageSubscriber interface.

I am using the MessageQueue.Default to register the 'subscribe'.
