This includes adding support for fractional time components.

@Onager not entirely clear what you mean based on your comment, but based on the plaso issue that was referenced I think the functionality you want has been added in https://github.com/log2timeline/dfdatetime/commit/40ca0a02b301303af8f7cd9bf1d6ddc8611e8cc9
