Convert OSM CLI capability into Geowave Plugin Format

OSM capability was added as a GeoWave 0.9.1 feature (#729)

The following should be done:

  • Make it datastore agnostic. Right now it's hard coded to use accumulo
  • Make it a Plugin Format instead of a CLI tool
  • Make it use the Stage to HDFS ingest command and MapReduce to GeoWave command
