Puppet version 4 Support

Puppet v4 reorganizes the file structure so that modules are now stored in a "code" directory and encourages the use of modules stored within environments. At a minimum we should put geowave puppet modules in /etc/puppetlabs/code/environments/production/modules but possibly also support installation into another environment via relocatable RPMs?
