GEOMESA-3211 Add Geomesa UDF support in PySpark

• updates the geomesa pyspark documentation
• wraps geomesa nullableUDFs as UserDefinedFunctions
• adds utility functions for creating scala UDFs in pyspark
• adds python wrappers for the geomesa UDFs
