As the problem in question this time isn't probably in circt, we don't need this right away, but it would be nice. This should be smaller than a debug build, but I can't check easily.
I spent some time in the past trying to move the Windows build over to the bigger VMs I am sponsoring, but -- IIRC -- some of the FIRRTL tests failed. I probably have a branch which tries to get it moved... it'd be nice to get it moved over.
