Feature Request: Add Missing TCD Repacking Capability

Can you extract TCD (TopCatData) engine files, and if so, can you also pack TCD (I want to use it to create translation patches)? I think games using this engine like Nanapuri and Soushinjutsu 3 are good games, and while translation through reverse engineering is certainly possible, wouldn't it be better to directly package the translated text?
