[BUG] endlessly spawning deluge-console

Current Behavior
Starting with version 2.1.1-r8-ls261, the container keeps spawning more and more deluge-console processes until my server stops functioning properly.
Expected Behavior
No (or at most 1) deluge-console processes are spawned.
Steps To Reproduce
Get 2.1.1-r8-ls261 or higher. Run it. Watch process list.
Environment
- OS: Ubuntu 22.04.4
- How docker service was installed: Using the apt repository. https://docs.docker.com/engine/install/ubuntu/#install-using-the-repository

Try to remove ssl directory in config/
I don't know if that worked, or there was a new version, but It looks like things are fine again on latest. Thanks!
