You shouldn't use sudo for gnome-tweaks because the config files are per user not system wide so sudo would run gnome-tweaks on root's config files not yours.
It is an ISO of Pop 22.04. Using tow-boot it was able to boot. I'll add the earlycon and post the output in a bit.
